Is circumcision genital mutilation or not?

It depends. A great analogy is what the children at Penn State University said Jerry Sandusky did to them, (sexual abuse). From the perspective of Jerry Sandusky they were in his words "horsing around." However from the perspective of the boys they were not horsing around, hey were being sexually abused.

From the perspective of some adults, they are circumcising a girl/boy to make his clitoris/penis more visually attractive looking. However from the perspective of an increasing number of girls/boys as well as adults, their clitoris/penis was mutilated.

The mindset of a pedophile is that they are unable and unwilling to look at things from the perspective of the child. A pedophile would say it's not child rape, it's horsing around. It's not mutilation because the child's sex organ has been made to look more visually attractive.

So the answer is, it depends whom you ask, the child or the child rapist, the child or the doctor. The child's opinion is all that matters because if that child feels it is sexual abuse and not "horsing around," then it is sexual abuse. If a child feels it is genital mutilation and not "genital enhancement" then it is genital mutilation. It is important to ask that child if they share their opinion that it is horsing around and genital enhancement. Because if that child does not share their opinion then doctors who perform circumcision also victimized children just as the boys at Penn. State University said Jerry Sandusky victimized them.
